No — the registration pass certificate can only be issued by an RTA-authorised testing centre (Tasjeel, Shamil, Wasel and similar). What QARO does is the check BEFORE that: a technician inspects your car at your Dubai address, starting from AED 325, and reports the items that commonly fail the test — brakes, tyres, lights, suspension, emissions readiness, glass and leaks — so you go once instead of paying twice.
What does a QARO pre-purchase car inspection cover in Dubai?
